What came before:
Piper is Wally West, the current Flash's friend. He was generally a nice guy, and also a reformed criminal.
Then, bad things happened. The Mirror Master killed both of his parents. He was framed for the act, and hypnotised into thinking he may have done it. He was also locked up in jail, and it is inferred that he suffered gross acts of physical abuse, care of the Warden.
He escaped, and he ran, while musing on how the hell he got to that point. He ended meeting up with James Jesse.
James is also a reformed criminal. He worked for the FBI and was setting up a task force to take down the "bad" Rogues. Piper joined up and disappeared off the face of the earth for a while.
Flash forward many months, and the task force is almost ready to move. Then, a bombshell, via a formerly insane criminal called the Top.
It can't seriously be true, right? The Flash wonders that too.
Again, we fast-forward a few months, and finally the Rogue War comes to a head. It's established that Piper's been with them for months now, and he's not really the most psychologically secure person in the world. This is not surprising considering that we now know of three people who have screwed around with his personality and memories. These would be Mirror Master, The Top and worst of all, Wally, because the Spectre recently gave him his secret identity back by wiping it from the minds of everyone on the planet. Wally can make them remember again by showing them his face, but since he didn't know where Piper was, the conditioning was still there.
The reunion:
And this therefore explains the next bit, in which poor Piper has his brain twisted and rewritten and undone to the extent that he just blacks out.
And that's where we're at. Hmmm...
